Can you use the hooks to "hook" into any part of the CMS or just the core?
If yes, can you hook into the Module System, ie hook into the blog and make a plugin for the blog or something?

yes, You write a hook into the blog system, (be generous with them), Make sure it's documented, and wait for people to hook into it.
